Is that "tag" like an "other account", or is it purely a, well, a tag?

What I'm getting at is that unless the tag represents the other side of the 
transaction, your CSV file has the same problem that QIF files have -- 
transactions are not represented in toto, just in two independent bits 
which are hard to match up.

See above about QIF problems. But if you don't have complete transactions 
anyway, then it would probably be easy to transform your CSV into QIF. When 
I migrated from Mac to Windows, I found that MD imported the Mac Quicken 
QIF better than Win Quicken did, which played a large part in my choosing 
that time to get rid of Q.
