AFAIK, USAA hasn't allowed external billpay (that is, paying bills
from a program rather than their web interface) for several years now.
It's one of their advanced features like dropping Discover card ebills
that makes you wonder why we can't do now what we could do back in
1995. I'm only a little sarcastic because I like USAA overall, but
they've reduced functionality with regards to online banking in favor
of forcing me to open their web site.
