[moneydance] New Plugin - Budget Bars - Beta 1

Actually, after restarting MoneyDance, it's still not working.  Jaap  
contacted me as well and said:

Java SE 6 was already at the top of my list under the applications  
section.  I also moved it up in the applet section, but still not  
working.  Odd!
