No problem! Go to Tools -> Edit Transaction Tags to add, edit or delete tags
globally.

To assign tags to a particular transaction, you need to be editing a
single-split transaction or in the Splits window for multiple split
transactions. Click the dropdown for Tags and then use the checkmarks to
identify which tags apply to the split.

P.S. My Find and Replace
plugin<http://www.mennesoft.com/findandreplace/index.html>allows you
to apply tags to a large group of transactions all at once.
